What it does

After a city grows, only 50% of the food box is emptied, so the city grows faster. Prevents the Famine disaster.

About city improvements in Civilization

City improvements are buildings constructed with production shields, each paying gold maintenance every turn. Most affect only their own city — which is why deciding what NOT to build everywhere is the real economic skill.

Strategy — Maintenance compounds: a Temple in every city is fine, a Colosseum in every city will bankrupt an early empire. Build to need, sell what you outgrow.
