About wonders in Civilization II
Wonders of the World are one-per-game megaprojects. Whoever finishes one first gets its effect for the rest of the game — everyone else's invested shields are converted at a loss. Many wonders expire when a certain advance is discovered.
Strategy — Caravans (and Freight in Civ II) can carry shields to a wonder city. A dedicated wonder city with high production and a stream of caravans wins races that look unwinnable.
